We are looking for vendors for the island's FIRST ever Guam Sand Fest. The event takes place at Ypao Beach on Saturday, September 21 from 10:00 AM - 4:00 PM. Witness a sand sculpting competition, live demos, and fun activities for all ages!

GENERAL PERMITS
- All Guam resident booth applicants (except registered non-profit organizations) that have items for sale must
have a Government of Guam business license (temporary)and a concession booth permit from the Guam Fire
Department. - All food truck applicants must have a Government of Guam sanitary permit and each staff member must
have a health certificate. - All vendors are responsible for obtaining the required government permits, certificates and/or licenses to
participate as a vendor in Guam SandFest. - All vendors must adhere to Public Health, Safety and Fire requirements in accordance to their participation as
a vendor in Guam SandFest. Requirements can be clarified with agency personnel at GovGuam OneStop
Center.
FOOD TRUCK REQUIREMENTS
- Water dispenser and soap and catch basin for washing.
- A drip pan with non-flammable absorbent for BBQ.
- Fire extinguisher (minimum 10 pounds) in the food truck • Only certified food handlers are allowed in the food truck.
- Food trucks are not provided canopies and must be self-contained.
- A representative must attend a mandatory meeting for all food truck applicants.
- Friendly Note: To promote Guam Coastal Management Program’s concession, food trucks will be asked to NOT sell bottled/canned beverages on the day of this event, with the exception of specialty drinks.
SET UP REQUIREMENTS
- Booth tents (10' x 10') will be ready for set up from 3:00PM on Friday, September 20, 2024.
- IMPORTANT NOTICE: Chairs and Tables will not be provided
- Cars and trucks may be used and allowed to drop off equipment.
- Once completed, all vehicles must exit and park in the parking lot.
- All booths are to be set up and ready by 9:00AM, Saturday, September 21, 2024, prior to the start of the event.
- Electrical outlets will not be provided
BREAKDOWN REQUIREMENTS
- For safety reasons, breakdown of booths will not start until 4:30PM on Saturday, September 21, 2024.
- Cars and trucks may be used and allowed to place equipment.
- Once completed, all vehicles must exit.
- All booths are to be cleared by 7pm.
TEMPORARY SANITARY PERMIT FOR FOOD VENDORS:
Temporary Sanitary Permit for Pop up tents is required for the
Guam Sandfest 2024 Event. All Food Trucks with a valid Sanitary Permit is not
required to get a Temporary Sanitary Permit.

1. For Guam Food Code Establishment kindly
complete the New Sanitary Permit Application for
TFSE Fillable Form and a sample on how to complete Form B (see
attachments).

- Requirements for
a Temporary Food Service Establishment
- Sanitary Permit fee
for TFSE may vary depending on the frequency and duration of your "event". Also,
a permit is required for sampling of products.
2. Press Release No. 2018-070 to provide you information of the
approved organizations for Food Safety/Protection Manger's
Certification. Make sure to attach a copy of the Manager's Certificate and
copies of all employees' valid Health Certificate to your application. It is
recommended to have more than one person with the Manager's Certificate to
ensure that there is always a certified manager present.
- Please search for the certification/organization online, most of
them provide options to take the exam online with a proctor or at a testing
center. You may also contact the Guam Community College at 735-0111 and inquire
about the Food Safety Manager's Certification.
- Please be reminded that the Food Safety Manager's
Certificate does not replace the Health Certificate.
3. New and Renewal Applications for Health Certificates: Please
proceed to the Processing Center located at 155 Hesler Place (old Legislature
Building), Hagatna from 8:00 am-12:00 pm and 1:00pm – 5:00pm. You can call
671-922-2530/31/32/33 for more information.
- Food Facility Health Certificate Fee is $25.00. For
individuals who have a valid Food Safety Manager's Certificate the
Health Certificate Fee is $10.00.
- For new or first-time applicants, you must provide a PPD skin test
result no older than 6 months from the date of your Health Certificate
Application.
- The cashier is only accepting cash or check payments. For cash
payment, please bring exact amount. For check payment, make the check payable
to TREASURER OF GUAM.
4. When submitting the Sanitary Permit application,
all forms and necessary documents (i.e., floor plan, vicinity map, copies of
employees' Health Certificate, and Manager's Certificate) must be provided at
the Permit Center in Upper Tumon. Please call 671-646-1276 or
300-9579/80.
- Incomplete applications will not be accepted. Our office does not
accept electronic applications at this time or back-to-back printing.
- A DPHSS representative is scheduled to be at
the Permit Center on Tuesdays and Thursdays only from 8:00
am to 12:00 pm and 1:00 pm to 4:30 pm.
- Upon review and acceptance of your completed application and
documents, a Sanitary Permit deposit of $30.00 must be made
prior to processing your application.
5. Please be reminded that all food vendors must obtain
their food from approved sources or must store, prepare, and
cook food in an approved kitchen or commissary that has a
valid Sanitary Permit.
6. Press Releases regarding the
updated Sanitary Permit fees and administrative penalties. The
new Rules and Regulations Governing the Issuance
of Sanitary Permits may be accessed at SPRR_11.09.21.pdf

It would be recommended for vendors to submit the application as
soon as possible to ensure timely process of their permits and to
prevent penalties. Should you have any questions, you may contact the DPHSS
